In an attempt to revitalise a poor area with no future the new government proposed the creation of a ‘Library park’ in the hope that the people of the neighbourhood would experience a higher quality of life. The project involves a sports park and a building/central axis aiming to generate social change, to promote citizen interaction, education and recreation facilities, based on the success of an older project, the Medellin Library Park.
The project seeks to transform the mentality in the neighbourhood of disadvantaged communities, enhancing their physical and cultural environment, stimulate renewal, evolution and change, enhance their pride and sense of belonging, and offer alternatives for fun, relaxation and education.
Therefore the building becomes a lighthouse in a symbolic and literal manner with 24 zones of use. Apart from sports, the park accommodates facilities like an outdoor museum of the Mexican history, an exhibition hall and a harvest garden. The design has been inspired by the Mexican tradition, semi-outdoor spaces and colour.
